Job Summary
This position is located in the Enforcement Division of the Alcoholic Beverage and Cannabis Administration (ABCA). The mission of ABCA is to support the public’s health, safety, and welfare through the control and regulation of the sale and distribution of alcoholic beverages and medical cannabis in the District of Columbia.
The primary purpose of the position is to direct and manage the Enforcement Division’s investigative, inspection, compliance, and enforcement activities to ensure compliance with District laws, regulations, and ABC Board requirements. The incumbent serves as Chief Investigator and is responsible for planning, organizing, directing, and evaluating the division’s enforcement operations. The incumbent provides overall direction to supervisory investigators, auditors, and other enforcement personnel; establishes priorities; assigns and reviews work; and ensures that enforcement activities are carried out effectively and in accordance with applicable requirements.
Duties and Responsibilities
Directs the planning, organization, staffing, direction, and evaluation of the Enforcement Division to ensure enforcement objectives and agency priorities are achieved. Establishes operational priorities and translates agency strategies, policies, regulatory requirements, and enforcement information into goals and work plans to guide enforcement activities and personnel. Briefs agency leadership on enforcement activities, significant investigations, operational issues, performance measures, and proposed enforcement initiatives to support management decision-making. Monitors enforcement performance measures and Annual Performance Plan requirements, including sale-to-minor compliance activities, to assess program effectiveness and achievement of established objectives. Directs investigations arising from complaints, agency referrals, alleged violations, and other enforcement matters to ensure cases are appropriately assigned, documented, monitored, and resolved in accordance with applicable requirements. Directs complex, unusual, sensitive, or controversial investigations; evaluates case developments and investigative findings; and advises agency leadership on significant enforcement matters and recommended actions.
Coordinates enforcement activities with District agencies, including MPD, DPW, DOB, DLCP, DC Health, DOEE, and other governmental entities, to facilitate joint enforcement efforts and address regulatory violations. Participates in community meetings, including Advisory Neighborhood Commission meetings, to address enforcement concerns and provide information regarding regulatory requirements and enforcement activities. Identifies training needs and develops or coordinates training programs concerning alcohol and medical cannabis laws, investigative procedures, enforcement practices, de-escalation, communication, and customer service to maintain staff proficiency and operational effectiveness. Develops professional development opportunities and identifies training and leadership development opportunities to strengthen employee knowledge, skills, and advancement. Develops and proposes the Enforcement Division's annual operating budget based on program requirements, staffing needs, operational priorities, and established agency goals to support effective allocation of resources. Performs other related duties as assigned.
Qualifications and Education
This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Investigating complex cases, directing, and coordinating investigators’ reports, and collecting factual information to support actions related to citizens’ complaints.
A minimum of one year of experience as a supervisor in law enforcement, or criminal or administrative law, or a related field is preferred.
Applicants must possess a High school Diploma. Bachelor's Degree from an accredited college or university in Police Administration, Law Enforcement, Criminal Justice, or a related field and or five (5) years of law enforcement, or five (5) years of regulatory, military, criminal, or administrative law experience is preferred.

Work is performed in a controlled office environment and in the field. Also, may involve some exposure to moderate risk of accidents and requires following basic safety precautions.
Physical Demands: Work is predominately sedentary; however, some walking, standing, and bending are encountered. Carrying heavy and cumbersome documents is common.
Other Significant Facts
Tour of Duty: This position requires that the incumbent work a rotating schedule, including days, nights, weekends, and holidays as operational needs dictate.

Duration of Appointment: This is a Management Supervisory Service (MSS) Appointment: At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
Position Designation: The position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
