New ABC Board Member Teri Janine Quinn Sworn In

Today, October 23, 2024, Ward 5 resident Teri Janine Quinn was sworn into the District’s Alcoholic Beverage and Cannabis Board (ABC Board) for a term ending May 7, 2027. Ms. Quinn’s appointment to the ABC Board by Mayor Muriel Bowser was unanimously approved by the DC Council on October 15, 2024. Chaired by Donovan Anderson (Ward 7), the ABC Board is responsible for administering, enforcing, and adjudicating DC’s alcohol and medical cannabis laws. The current ABC Board also includes Ward 5 resident Silas Grant, Jr.

Quinn is an experienced attorney in DC and a longtime civic leader. Teri Janine has led the Bloomingdale Civic Association in Ward 5 for more than 13 years. Quinn previously served two consecutive terms as Chair of Advisory Neighborhood Commission 5E. Teri Janine is an alumna of Howard University School of Law. Quinn has also been a member of the McMillan Reservoir Advisory Group and Vice President of North Capitol Main Street, Inc.

Departing the ABC Board on November 3, 2024, is James Short Jr. (Ward 7) following a decade of board service. Mr. Short retired from DC’s Fire and Emergency Medical Services as a Deputy Fire Chief in January 2005 and was recognized by former Mayor Anthony Williams for his public service in May 2005.

“We congratulate our newest board member on her appointment and are confident that Board Member Quinn will leverage her talents and expertise to further elevate the work of ABCA,” remarked ABCA Director Fred Moosally. “We also want to recognize the invaluable contributions of outgoing Board member, James Short. His commitment to the public’s health and safety has been a hallmark of his long career and his work with the ABC Board.”

Nominations to the ABC Board are made by Mayor Muriel Bowser and approved by the DC Council. Full board terms are four (4) years in length.

ABC Board meetings are open to the public and held regularly on Wednesdays. The ABC Board’s weekly calendar and agenda notices can be viewed at abca.dc.gov.
