Job Summary
This position is in the Alcoholic Beverage and Cannabis Administration (ABCA). The mission of ABCA is to support the public’s health, safety and welfare through
the control and regulation of the sale and distribution of alcoholic beverages and medical cannabis.
Incumbent is responsible for conducting workforce planning and analysis to meet future mission demands, developing and implementing agency policies and
procedures, developing and implementing classification standards, recruiting and retaining talent, coordinating staff benefits, coordinating staff training, ensuring
the agency and its staff comply with DC and federal employment laws, and responding to employment complaints.
Duties and Responsibilities
Leads and directs a team of human resources specialists, fostering collaboration and innovation across the agency’s HR functions. Serves as the agency’s
principal strategic advisor on HR management policies and regulations. Develops and leads the implementation of the agency’s human capital strategy
specifically addresses education and training, recruitment and retention, workplace environment, and performance management. Provides direction and
guidance in the development of organizational structures and makes recommendations to management. Develops and oversees the implementation of salary
and promotion band structures for staff positions to drive pay equity, attract and retain talent, boost employee performance, and promote fiscal
responsibility. Leads complex employee relations investigations, including harassment and workplace complaints, and provides strategic recommendations to
leadership on necessary actions. Serves as the primary contact and liaison for the intake, assessment, and resolution of employee relations matters.
Oversees and refines the position classification and job analysis processes to ensure organizational structure and job descriptions are aligned with current
needs, industry standards, and compliance requirements. Manages complex labor relations matters and provide expert guidance on HR policies, procedures,
and bargaining agreements; refers complex matters to appropriate management staff. Ensures agency wide compliance with EEO, affirmative action, collective
bargaining unions, labor relations, and human resources, and provides regular updates to leadership and management on compliance requirements and law and
policy changes. Serves as the agency designate on human resources and operations focused District Government committees, working groups, and roles such
as the sexual harassment officer (SHO) and Americans with Disabilities Act (ADA) coordinator. Drafts and distributes summaries of meetings and
communications to leadership and staff as appropriate. Monitor and interpret federal and District Government legislation, assessing potential impacts on human
resources operations and providing actionable insights to leadership. Develops and maintains the agency’s compliance with the Americans with Disabilities Act
including the timely submission of the agency’s annual ADA plan.
Qualifications and Education
This position requires applicants to have at least one (1) year of specialized experience equivalent to the CS-13 grade level in the District of Columbia
government service, or equivalent public or private sector. Specialized experience is experience which is in or directly related to the line of work of the position
and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Work is performed in a controlled office environment. Also, it may involve some exposure to moderate risk of accidents and requires following basic safety
precautions.
Physical Demands: Work is predominately sedentary; however, some walking, standing, and bending are encountered. Carrying heavy and cumbersome
documents is common.

Duration of Appointment: This is a Management Supervisory Service Appointment; your employment is considered at will and may be terminated at any time.
Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability
screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, investigations, and mandatory drug and alcohol testing, as applicable.

thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective
