ABCA, MPD Padlock Cap & Stem

Latest action marks 59 padlocked illegal operations across city

On July 3, 2025, the Alcoholic Beverage and Cannabis Administration’s (ABCA) Enforcement Division, accompanied by Metropolitan Police Department (MPD) officers, implemented Closure Orders to the owners of Cap & Stem located at 2601 Sherman Avenue NW, Washington DC.

The Alcoholic Beverage and Cannabis (ABC) Board issued the Closure Order due to the business operating illegally and posing an imminent risk to public health and safety.

While executing a search warrant during the Closure Order servicing, the District's Metropolitan Police Department (MPD) officers seized 378 grams of mushrooms, more than 1000 grams of mushroom capsules, 1500 grams of mushroom concentrate, more than 45 grams of mushroom edibles, 19 grams of THC edibles, and more than $19,000.

Twenty-five-year-old Carlos Cifuentes of Woodbridge, VA, was arrested and charged with distribution of a controlled substance.

To date, joint agency enforcement efforts have led to the padlocking of 59 illegal businesses across DC since the Medical Cannabis Conditional License and Unlicensed Establishment Closure Clarification Emergency Amendment Act of 2024 took effect on July 15, 2024.
