ABCA and MPD Close Friendship Heights Convenience Store, Dabbers Club for Illegal Cannabis Sales

On October 24, 2025, the Alcoholic Beverage and Cannabis Administration (ABCA) and the Metropolitan Police Department (MPD) issued Closure Orders to the Friendship Heights Convenience Store and Dabbers Club.

The closure was based on Dabbers Club selling illegal, unregulated cannabis products from within the convenience store, a situation deemed an imminent danger to public health and safety. As a result, the convenience store’s alcohol license was also suspended. 

This marks the second closure for Dabbers Club, which was previously shut down for illegal cannabis sales at a different location on February 27, 2025. 

The operation was part of the city's ongoing enforcement efforts following the enactment of the Medical Cannabis Conditional License and Unlicensed Establishment Closure Clarification Emergency Amendment Act of 2024, which granted ABCA new civil enforcement powers. Since the bill took effect on July 15, 2024, joint agency efforts have resulted in the padlocking of 81 illegal cannabis businesses.
