Job Summary
This position is in the District of Columbia's Alcoholic Beverage and Cannabis Administration (ABCA). The mission of ABCA is to support the public's health, safety, and welfare through the control and regulation of the sale and distribution of alcoholic beverages and medical cannabis.
The incumbent is responsible for providing the full range of technical, assistance, guidance and advisory services to managerial, supervisory, and nonsupervisory staff in the management of human resource activities for the agency; and resolving human resource and administrative issues/problems which he/she must provide the stimulus of resourceful leadership.
The work involves the development and submission of HR (personnel action) requests related to recruitment, staffing, position classification, employee and labor relations, training, record management, incentive awards, proposals for adverse action, grievances and appeals, performance evaluations, tours of duty, leave and pay administration, and other human resource matters.
Duties and Responsibilities
Serves as a senior Human Resources Specialist, providing authoritative advice to leadership and managers, ensuring continuity of operations by serving as backup to the HR Manager.
Manages the full recruitment and staffing lifecycle, including position description development, classification coordination, job announcements, candidate screening, interviews, background checks, offers, and representation at job fairs.
Directs onboarding and offboarding processes and oversees performance management by advising on evaluations, ensuring legal compliance, and promoting employee development through training design, implementation, and monitoring.
Provides expert guidance on employee relations by assessing and resolving workplace concerns, conducting investigations into harassment and discrimination, and delivering findings and recommendations to leadership.
Ensures agency compliance with EEO, affirmative action, ADA, collective bargaining, and labor laws; develops and monitors the ADA plan, supports labor negotiations, and advises on policy and regulatory changes.
Conducts organizational research and analysis, including compensation and workforce studies; recommends HR technology solutions; and drafts HR policies, procedures, communications and preforms other assigned duties.
Qualifications and Education
This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.
A higher-level degree from an accredited college or university is preferred, or an equivalent combination of education and experience.
License and Certification
PHR or SHRM-CP certification preferred

The work is generally performed in an office setting or computer laboratory.

Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
