ABCA and MPD Shut Down Illegal Cannabis Operations at Puff Puff Pass, Smoke Shop, Inc., and YouGroGurl

Last week, the Alcoholic Beverage and Cannabis Administration (ABCA) and the Metropolitan Police Department (MPD) shut down three businesses for illegal cannabis sales.

The Closure Orders were executed at Puff Puff Pass, Smoke Shop Inc, and YouGrowGurl, all unlicensed retailers, due to activities that posed an imminent danger to public health and safety.

This marks the second closure for YouGroGurl, which was previously shut down for illegal cannabis sales at a different location on February 13, 2025. 

The operation was part of the city's ongoing enforcement efforts following the enactment of the Medical Cannabis Conditional License and Unlicensed Establishment Closure Clarification Emergency Amendment Act of 2024, which granted ABCA new civil enforcement powers. Since the bill took effect on July 15, 2024, joint agency efforts have resulted in the padlocking of 83 illegal cannabis businesses.

  • THC Vape Refill Cartridges: 2,352 Grams
  • Arrest: Forty-three-year-old Morium Lubna of Cheverly, MD 

YouGroGurl (1410 22nd Street SE)

  • Marijuana:13.5 Pounds
  • Mushroom Capsules: 3.5 Grams 
  • Mushroom Edibles: 47.5 Grams
  • THC Concentrate: 4,000 Grams
  • THC Edibles: 544.6 Grams
  • THC Vape Refill Cartridges: 11.5 Grams
  • THC Wax: 250 Grams
  • Thirty-four-year-old Iesha Jameson of Southeast Washington
