On August 28, 2024, the Board voted 3 to 0, to adopt this Notice of Emergency and Proposed Rulemaking. The issuance of this rule as an emergency is necessary to protect the health, safety, and welfare of the public. These rules will remain in effect for one hundred and twenty days (120) and will expire on Thursday, December 26, 2024. The Board intends to adopt these proposed rules, in final, in not less than thirty (30) days from the date of publication of this notice in the D.C. Register, and upon completion of the thirty (30) business day review period.
