On December 3, 2025, the ABC Board voted five (5) to zero (0) to adopt the rules as final.

These final rules take effect five days after this Notice of Final Rulemaking is published in the District of Columbia Register, and the final rules shall supersede the emergency rules that were previously adopted by the Board and published in the District of Columbia Register on April 25, 2025.
