On October 22, 2025, the Board voted 5-to-0 to adopt this Notice of Ninth Emergency Rulemaking. These rules were adopted on an emergency basis while the previously approved proposed rules undergo publication and Council review before being finally adopted. This emergency rulemaking will expire in one hundred twenty (120) days from the date of adoption, or on February 19, 2026, unless superseded.
