The ABC Board approved the Adams Morgan Moratorium Zone (AMMZ) Notice of Emergency and Proposed Rulemaking, by a four (4) to zero (0) vote on August 16, 2023. These emergency rules will expire on December 14, 2023, unless superseded by an emergency or final rulemaking. The emergency action is necessary for the preservation of the health, safety and welfare of District residents in order to keep the AMMZ in place until the Board can adopt final rules regarding its renewal. 

The Board intends to take final rulemaking action in not less than thirty (30) days after publication of this notice in the D.C. Register. These proposed rules will be transmitted to the DC Council for a ninety (90)-day period of review. The Board will not adopt the rules as final prior to the expiration of the ninety (90)-day review period, unless approved by Council resolution.
